Queensland Youth Week 2024 Digital Art Competition Conditions of Entry

As part of Queensland Youth Week 2024, the Office for Youth, on behalf of the Queensland Government, invites young artists to enter this year’s digital art competition. The competition aims to find a digital art piece by a young Queenslander which will be used to promote Queensland Youth Week 2025. Up for grabs is an Apple iPad and Apple Pencil prize, valued at approximately $1,000, to support ongoing creative practices.

We are seeking artworks that showcase the spirit of Queensland’s young people. The focus is on positive representation that celebrates, inspires, and empowers young Queenslanders.

TERMS AND CONDITIONS

  • On this page, the terms ‘Office for Youth’, ‘Queensland Government’, and ‘Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts’ are interchangeable and may be used to refer to the same entity.
  • Please read the following terms and conditions carefully to ensure you and your artwork are eligible for entry.
  • By entering the competition, entrants agree to these terms and conditions, including as amended by the Office for Youth.
  • The Office for Youth may amend the terms and conditions at any time until the closing date of the competition.
  • The competition will be governed by the laws of Queensland.

General information

  • Entry is free.
  • The competition is open to all Queensland residents aged 12 to 25.
  • The competition commences on Sunday, 7 April 2024.
  • Entries must be submitted by 5pm AEST Monday, 20 May 2024.
  • No late entries will be accepted.

To be eligible, the artist must:

  • be a Queensland resident at all times from the date of entry to the date the winner is announced
  • be between the ages of 12 and 25 (inclusive) years on Friday, 7 June 2024
  • if the artist is under the age of 18, have permission to enter the competition from an adult parent or legal guardian
  • be able to provide proof of residency and age upon request.

Only one entry per artist will be accepted.

The Office for Youth reserves the right to:

  • verify the validity of all entries
  • disqualify any entrant for submitting an entry that is not in accordance with the terms and conditions
  • modify, vary, extend, terminate, or cancel the competition
  • accept or reject any entry in its sole discretion.
  • The artwork must be an original creation by the entrant. Photos, including edited photos, are not eligible.
  • The artwork must not have been created, wholly or partially, by artificial intelligence (AI).
  • The artwork must be created and submitted in a digital format.
  • The artwork must not have been previously entered in any other art competitions.
  • The artwork must be free from any encumbrances, licences, charges, or other contractual obligations.
  • The artwork must not incorporate any third-party material.
  • The artwork must be unpublished, meaning it has not been previously shown or shared in any digital or printed format. It must remain unpublished by the artist until:
    • if the artist wins the competition – the Office for Youth elects to publish the artwork for the purpose of announcing the winning entry and promoting Queensland Youth Week 2025; or
    • if the artist does not win the competition – the competition is finalised, and the winner has been announced by the Office for Youth.
  • The artwork must not identify or include sufficient information to identify any other people (i.e. no images, names, etc).
  • The artwork should, to the maximum extent possible, exclude any information or other details which identifies or could be used to identify you (e.g. images or details of your home, school or workplace, contact details, etc.). This does not prevent you from submitting a self-portrait or from including your artist’s signature within the artwork if you choose to do so.
  • The artwork must be G-rated and must not contain any mature or inappropriate themes such as:
    • nudity/sexual content
    • offensive/discriminatory logos or symbols
    • offensive/discriminatory language, such as slurs or swearing
    • depictions of violence, blood, gore, or injury
    • depictions of self-harm, suicide, or suicidal ideation
    • any other themes or content which could damage the goodwill or reputation of the Office for Youth if it used the artwork to promote Queensland Youth Week 2025.

AI generated artworks

Artists are advised that artificial intelligence (AI) generated artworks will not be accepted by the Office for Youth. All artworks submitted must be created entirely by the artist and be uniquely and solely their work. The Office for Youth requests that artists are honest with their submissions and refrain from using AI services.

All artists will be required to submit evidence of their original design process (e.g. sketch, progress image, screen recording, etc) to verify that their artwork was not artificially generated.

The Office for Youth knows that AI-generated art represents a fascinating evolution in the creative landscape, showcasing the potential of artificial intelligence to be used by people to produce visually compelling and imaginative works. However, we understand that the current landscape of AI-generated art raises complex ethical questions about originality and copyright, especially when some AI outputs are heavily derived from existing artworks. We appreciate that many young people have found imaginative and original ways to incorporate AI-generated art into their own original designs, however we want this competition to focus on originality and personal expression, and subsequently AI-generated art is excluded from the 2024 Queensland Youth Week Artwork competition.

Indigenous Cultural and Intellectual Property (ICIP) refers to the rights of First Nations people to protect their traditional arts and culture, including the protection of traditional knowledge and cultural materials, and the right to control and benefit from their use.

To ensure the Queensland Government can support artists to protect traditional knowledge and cultural materials, we ask artists to consider ICIP when creating and submitting their artworks, and to refrain from utilising protected knowledge and sacred cultural materials unless they have first sought and obtained appropriate consent from the traditional custodians.

All artists who incorporate ICIP into their artwork will be requested to provide additional information.

ICIP protections do not restrict the use of Aboriginal and Torres Strait Islander peoples’ designs and patterns. The Office for Youth encourages and welcomes artworks with artistic elements from First Nations cultures, which are used in accordance with principles recognising and protecting ICIP.

  • The winner will be required to promptly grant the Queensland Government, acting through the Office for Youth:
    • an exclusive, worldwide, royalty-free, unconditional, irrevocable, sublicensable, and transferable licence from the date of signing to the conclusion of all promotional activities related to Queensland Youth Week 2025 to exercise all intellectual property rights in the artwork for the purpose of permitting the Office for Youth to use the artwork, in whole or in part, to advertise, promote and publicise Queensland Youth Week 2025; and
    • a non-exclusive, worldwide, perpetual, royalty-free, unconditional, irrevocable, sublicensable, and transferable licence from the conclusion of Queensland Youth Week 2025 to exercise all intellectual property rights in the artwork for the purpose of permitting the Office for Youth to continue using the artwork, in whole or in part, for legacy purposes associated with the conduct of Queensland Youth Week 2025.
  • If the winner does not grant the require licence to the Office for Youth, then the prize will be forfeited, and the Office for Youth may select another winning entry in its sole discretion.
  • The winner may also be requested to sign a consent form to allow the Office for Youth to share one or more of the following on Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter:
    • photograph of the winner
    • biography of the winner
    • the winner’s social media handle(s).
  • The runners-up may be requested to sign a consent form, including a licence, to allow the Office for Youth to share one or more of the following on Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter:
    • the runner-up’s artwork
    • photograph of the runner-up
    • the runner-up’s social media handle(s).
  • There will be one prize consisting of an Apple iPad and Apple Pencil, valued at approximately $1,000.
  • The prize is not transferable, exchangeable, or redeemable for cash.
  • The prize value is correct at the time the terms and conditions were first published. The Office for Youth accepts no responsibility for any variation in the value of the prize.
  • The Office for Youth makes no representations or warranties as to the quality, suitability, or merchantability of the prize. The winner must accept the prize at their own risk.
  • The Office for Youth is not endorsing the product given as the prize or any particular company associated with the prize.

Prize determination

  • The winner will be judged by 5pm AEST on Friday, 7 June 2024.
  • The determination of the winner is final and binding. The Office for Youth will not enter into any correspondence regarding the result in the event of a dispute.
  • The winner will be announced through Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter.
  • The winner grants permission for their name to be published on Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter.
  • The winner will be notified by phone or email shortly following the announcement of the winner.
  • The Office for Youth may announce one or more highly commended entries as runners-up. The runners-up also grant permission for their names to be published on Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter.
  • By entering the competition, all entrants consent to their names being published if they are announced as the winner or runners-up.

Prize collection

  • The winner will have the option of either:
    • collecting the prize in-person from the Office for Youth's premises at 111 George Street, Brisbane City QLD 4000 within 20 working days of the announcement of the winner;
      or
    • requesting that the prize is sent by registered post to their nominated postal address.
  • If the winner elects to collect the prize from the Office for Youth's premises and if the winner is under 18 years of age, the winner must be accompanied by an adult parent or legal guardian to collect the prize.
  • If the winner elects to collect the prize in-person from the Office for Youth's nominated premises, then all costs associated with doing so, including but not limited to, travel costs, are the sole responsibility of the winner.
  • If the winner elects to have the prize sent to their nominated postal address, then the Office for Youth will be responsible for the reasonable costs associated with sending the prize by registered post.
  • It is each entrant’s responsibility to ensure that their correct contact details are provided when entering the competition.
  • If the prize is not claimed or the winner cannot be contacted after reasonable efforts by the Office for Youth to confirm the winner’s postal address using the contact information provided by the winner when entering the competition, then the prize will be forfeited. In the event of any forfeited prize, the Office for Youth may select another winning entry in its sole discretion.
  • The winner may be requested to participate in promotional activities and must cooperate with any reasonable requests of the Office for Youth in relation to such promotional activities.
  • The winner’s name, photograph, artwork, and social media accounts may be published on Queensland Government social media channels including the Queensland Youth facebook and Instagram accounts, website, and email newsletter. By entering this competition, the winner consents to such publication of those details. If the winner is under 18 years of age, consent will be sought from the winner’s adult parent or legal guardian for the publication of their details, except for their name.
  • The prize is valued at around $1,000 and consists of:
    • Apple iPad 10.2-inch 256GB Wi-Fi (Space Grey) [9th Gen]
    • Apple Pencil with Adapter (1st Gen).
  • Judges may acknowledge other highly commended artists as runners-up. Runners-up do not receive a prize.
  • The copyright in the artwork remains the property of the artist.
  • The competition is being conducted by the Office for Youth which sits within the Department of Treaty, Aboriginal and Torres Strait Islander Partnerships, Communities and the Arts, Queensland Government.
  • Submit your artwork in a digital image format.
  • Upload your artwork via the online entry form by 5pm AEST Monday, 20 May 2024 via our Digital Art Competition Hub.
  • Judges reserve the right to disqualify entries failing to comply with the terms and conditions.

Submission requirements

For your artwork to be considered, you must submit the following through the online entry form.

  • Your artwork, in a finished digital image format (e.g. JPEG, PDF). You are encouraged to provide your artwork in the highest quality possible.
  • Provide the following details: title of your artwork, brief description of the key themes in your artwork, date of completion of your artwork and digital art tool/s used to create your artwork.
  • Confirmation about whether or not your artwork incorporates any ICIP.

If requested by the Office for Youth, all entrants must promptly provide:

  • proof of age and residency in Queensland
  • evidence of original design/artwork completion
  • additional details about the ICIP incorporated into the artwork (if any).

Our judges

The Office for Youth wants to ensure the artworks chosen represent the young people of Queensland and are inclusive of their values, sentiment, experiences, and taste. To ensure this, the artworks will be judged by members of our Youth Strategy Engagement Group and First Nations Youth Strategy Engagement Group. These groups are made up of young people between the ages of 12 to 25 (inclusive) years from across Queensland who work with the Office for Youth to ensure young people’s views and ideas are reflected in the work we undertake.

Criteria

The judges will be looking for artworks that reflect Queensland Youth. All judgements will be made on the basis of the following criteria:

  • Overall artistic skill and use of digital artistic elements
    Artworks will be judged on the skills and talent present, including the use of complex and meaningful artistic design choices and elements.
  • Originality of concept and design
    Artworks must be unique. They will be judged based on how themes and ideas are represented in innovative art forms, symbolism, etc.
  • Inclusion of youth sentiment, values, and experiences
    To represent Queensland Youth, artworks must reflect things important to them. This can include acknowledgement of diverse youth groups/diverse elements, reflection of youth value, or allusion to experiences specifically relevant to young people.
  • Narrative, storytelling and positive messaging
    Artists are encouraged to tell a story in their artworks to convey uplifting and optimistic messaging that inspires and celebrates Queensland Youth.
  • Positive representation of Queensland Youth/Queensland Youth Week
    Artworks should aim to showcase the liveliness and positive aspects of the lives of young Queenslanders, by depicting achievements, joy, empowerment, and inspiration.

The Office for Youth is not responsible for receipt of incorrect, inaccurate, or incomplete entries caused by the entrant or during submission.

To the maximum extent permitted by law, the Queensland Government and its employees, agents and contractors are not liable for any loss or damage suffered or incurred by any person in relation to the competition including, but not limited to, consequential and indirect losses by reason of any act or omission, deliberate or negligent, by the Queensland Government, its employees, agents, and contractors.

This clause does not affect, and is not intended to affect, any rights a consumer may have, which are not able to be excluded under applicable Australian consumer protection laws. To the maximum extent permitted by law, any liability of the Queensland Government or its employees, agents, and contractors for breach of any such rights is limited to the payment of the cost of having the prize supplied again.

If the competition is interfered with in any way or is not capable of being conducted as reasonably anticipated due to any reason beyond the reasonable control of the Office for Youth, the Office for Youth reserves the right in its sole discretion to modify, suspend, terminate, or cancel the competition, without compensation to any person.

The Office for Youth's conduct of the competition and the provision of the prize should not be construed as expressing or implying any endorsement of any product, service, or business.

The Office for Youth is collecting the personal information contained in the online entry form for the purpose of administering the competition, including contacting the winner and announcing the winning and runner-up entries.

By entering the competition, entrants agree to being contacted by the Office for Youth.

Personal information will only be used by the Office for Youth for the purpose of administering the competition and as otherwise set out in the terms and conditions. It will not be used for any other purpose or disclosed to any other third party without the relevant entrant’s consent, unless required or permitted by law.

The Office for Youth will announce the winning and runner-up entries through its social media accounts, website, and email newsletter. This means that the personal information of the winner and runners-up, being their names, will be provided to the third party service providers of the nominated communication methods.

The Office for Youth complies with privacy legislation, specifically the Information Privacy Act 2009.
